The Senate voted 97-0 against ratification of Kyoto under Clinton, and that number included over 40 Democrats.

Kyoto was done before Bush tossed it deservedly in the roundfile.

Kerry can sign Kyoto again, but it takes 67 votes in the Senate to ratify, and that will never happen.
