You paint a nice picture but there never was a surplus---the govt increased its debt every year including your green years. The surplus was the result of Enron-style bookkeeping.

And perhaps SCOTUS will declare the new drug entitlement program unconstitutional?
Economically, it can not be explained.
All those AARP types who want free drugs have decided they actually paid for them, somehow, and really need and deserve them.
It seems nvCJD has infected our society to a greater extent than people care to admit.

If there ever WAS a surplus, it was because we, the taxpayers, were giving waaay too much of our money to the government, which was also highly "discouraged" by the founding fathers!
