While you're right that the general move to push the envelope plays a role, I think this is a direct move to head off efforts at counter programming like the Lingerie Bowl. The problem is, broadcast TV can never compete with cable and pay per view in terms of racy images, so CBS tries to lower the bar as far as where they can go. Unfortunately, at this rate the Super Bowl XLV halftime show will feature cheerleaders performing live sex acts with that cute little Budweiser donkey.

But seriously folks, your point is well taken. The law of unintended consequences strikes again: cable TV has lead to a leap in baseness for broadcast TV.
