The expectation is that the content of the material during the SuperBowl will not contain nudity. A naked breast is not offensive. Janet Jackson exposing herself at that point in time is offensive.
Why shouldn't citizens be allowed to expect a level of decency in programs they watch? Or is that one of the things that should be banned, like huge salaries for football players?
