Why would the anchor baby thing require a Constitutional amendment? Why not just pass a law? Amendment XIV: Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside.

Nothing in that amendment says that the parents of a citizen, who aren't citizens themselves, are entitled to any kind of special breaks.
