That's it, exactly. This is the same kind of willful arrogance Clinton used when he double-crossed his gay supporters over gays in the military. Worse, the gay supporters of Bill Clinton were a small part of his liberal base. He could afford to stab them in the back. Bush is turning on the core constituency that got him there.
