No they didn't. At least one of them is hung up in some power lines on the East side of the Stadium. They haven't mentioned them lately. Went looking for where they were released from, but didn't find any 'perps.'

PBS did a special some time ago on items found at a terror camp which included a sketch by a Pakistani nuclear scientist. It was a sketch of a plan for distributing deadly substances using balloons.
