Yes of course - war always has multiple layers of deception going on.

Read about the fake attack on Dieppe in WWII - even after the troops had landed we still had Hitler convinced that Normandy was just a feint and that Gen. Patton would lead the bulk of the Allied invasion of France ashore at Dieppe. Needless to say that never happened - it was all a fake army and fake landing craft, etc. From what I've heard Patton was less than pleased with being used as as decoy while Ike got the good part. :-)
