It's the second time in recent memory where the Russians have run (or in this case are planning to run) a real-time exercise involving their strategic nuclear forces with the US as the primary enemy.

This does not surprise me. If the US is significantly damaged in another attack by their AQ proxy force I would expect them or any other enemy to exploit our vulnerability.
