David addressed investments. You narrowed it to CD's arguing they are a "sure thing". They are not. They are callable. Both CD's and Bonds are usually callable. Their ability to earn interest is not a sure thing.
If the Treasury can and will redeem Bonds, what makes you think banks and corps won't as well to get lower interest rates?
