Of course. Usually there is a contract involved with the H1B holder. If hours need to be reduced under that contract federal law requires no reduction in pay. Every H1B holder is entitled to a ticket back to his home country at the end of the contract. The H1B holder cannot be paid less than either the in-house pay scale for that position OR the national prevailing wage as documented by the Department of Labor whichever is higher. The paper work reporting requirements for H1B contractors to the Feds is massive. The list goes on and on.
