That is a picture of W throwing out the first pitch in the 2002 All-Star game at Miller Park in Milwaukee. Great picture.
As I recall, he didn't throw a very good pitch in Milwaukee because of his bulletproof vest, so before he threw the one in Yankee Stadium, he practiced throwing with it on, and nailed the pitch.
