Bush seems to be intent on solutions to issues that have long been on the books. Unfortunately the vast numbers of liberals and conservatives seem content to have issues and not solutions. Agreed. There are a wholly disconcerting number of so-called "conservatives" on this very board, in fact, for whom the words "suggestion" or "proposal" (apparently) equal the word "law."
This says a good deal more regarding said "conservatives," methinks, than it does about GWB. :)

IMO, President Bush even suggesting this "plan" is ludicrous and should be an eye opener to anyone that's awake. Criminals and law breakers should never be rewarded, and the mere suggestion of rewarding them should be met with contempt.
