Because Harkin only matters in Iowa. If Harkin was important in SC, or NH, I doubt he would have endorsed Dean.

I disagree. Harkin is a national figure among progressives. He's run for president and got 16K votes in New Hampshire after winning uncontestedly in Iowa. Many wanted him to run in 2000 against Gore.
