I don't blame Mexicans for wanting to come to the United States to work. I just don't want them to do it illegally with the criminal element that comes here to commit their crimes. We tried amnesty once. I'm not convinced we need to try it again.

I guess you have not read his remarks but it is NOT amnesty. It is not deporation either which would be ideal in an utopian world but completly impractical. It is the grey imperfect solution but we have to start somewhere. Compare it to the 9 dwarves who would give them outright citizenship. Bush's proposal in no way does says anything about citizenship.
