Sure, Chief.
I'm not entirely FOR his plans, and not entirely AGAINST them, either. We need to do SOMETHING. It has been decades since the existing laws were enforced. I suspect we need to repeal them, and replace them, rather than just adding a new layer of crud.
Amnesty for those who have good reports from their bosses, their families either stay home in Mexico, or return home to Mexico, fines for breaking the law (both for employer and employee) and a three-year limit on their visit. Also a 5 year penalty in which they can't return, after which they may return for a 3-year visit with a confirmed job.
Those who did everything legally get a three-year visit, and can get it instantly renewed for a second 3 years,(repeat indefinitely) as long as they continue to get good reports from their bosses, and their families stay in Mexico (or elsewhere, might as well generalize it to all guest workers). Did I miss anything?
