Bush is proposing a totalization agreement with Mexico, patterned after the twenty or so other totalization agreements that the U.S. has entered into with other countries since the 1970's. The GAO fears that the estimates of the total payments reached by the Bush administration are not accurate, because they fail to take into consideration undocumented (read illegal) immigrants.
In other words, Bush did not include them in his estimates because he has no intention of paying them any money.
By the way, did you happen to notice twhat the World Net Daily had to say about this?

The reason Bush did not "say" anything of the sort, so, you're putting words in his mouth, making you the only one baiting anyone.
