You're right there are no excuses. I am talking after all about DOD's capability and the article is talking about FBI.
Before 911, FBI and DOD acted as if they agencies in two different worlds. Hopefully the DHS has resolved these imbalances in capabilities. Historically it stands to reason that FBI would have less capability that DOD in languages. Afterall, FBI was primarily a domestic agency.
