Certainly it has. Real federal spending decreased in 1982 (-0.3%), 1987 (-0.5%) and 1993 (-1.0%). Plus, lets compare Reagan and Bush II in their first three years in office. Total outlays increased 6.8% under Reagan, 15.6% under Bush. Discretionary spending increased 2.8% under Reagan, 23.8% under Bush. Non defense discretionary spending DECREASED 13.5% under Reagan and increased 20.8% under Bush.
Don't try to play off Bush's behavior and claim that every Republican does it.
