In any event, democratic governments know well that the use of force against terrorists cannot justify a renunciation of the principles of the rule of law.

"International law" is fuzzy nothingness. And, besides, it's the United States that has to enforce this "international law" when the bad guys get out of control.

And terrorism is not crime. It's war!
