Libya eventually paid over Pan Am 104. That incident triggered passage of this law, and I've NEVER heard the State Dept or Justice contend soveriegn nations can't be sued, until now.

Unfortunately this reminds me of the State Dept policy (possibly changed very recently) of excluding posting the pictures of American citizens killed by palestinian terror groups on the website, or offering a reward for apprehension of the killers, as we do in all other cases.
