If I remember correctly that site has already been instrumented and monitored by the IAEA prior to the invasion. It was a waste storage facility that was looted after the invasion.

I hadn't heard that. Did Saddam include that in his little 15,000 page report?

Iraq had seven nuclear storage facilities, all were inspected by the IAEA after the end of the first gulf war, all were sealed by the IAEA. The main storage facility at Tuwaitha was extensively looted after the war. See: http://www.iraqwatch.org/un/IAEA/un-iaea-tuwaithareport-071403.pdf
