It does no such thing, which is obvious from a reading of the entire article. Haynes was a supporter of Prop 187, and actively sought to have the Prop reviewed by the Court of Appeals.
As for Lundgen, whom you characterized as "pro 187", I have no idea where you got that. Maybe the news gets distorted when it travels from California to Pennsylvania. If Lundgren ever once mentioned Prop 187 I never heard about it. But what would I know, I only live in California, and from what I've learned here at FR a good many of the "experts" on what goes on out here live 3,000 miles away.
