Found that Santa with flag graphic over at Ask Mr. Jeeves then doubled the canvas size in PD, cloned the blue color then added the pledge font. Increased the canvas size again and added the border. The font didn't show up that well and I'm not sure why.

Do you have Adobe Photo Deluxe?
