They put their DL#s on the registration forms. It was up to the people at the Registrar's ofc to verify by checking the numbers.

Sounds like a great approach to identity theft, too. If you have someone's name, address, and DL#, you can probably clean out their bank account. Especially if the DL# is the same as the SSN -- which is still true for many people.
