No, it doesn't. Heck, I've done this before myself at fairs, outside stores, etc. We have forms from the local registrar's office that people fill out and give back to us, and we take them back to the office. Plenty of voter registration tables can be seen in election season, and they very rarely have actual officials manning them. You overreacted a bit, IMO.

You're in Tennessee, though.

Here's the requirements for Illinois:

http://www.elections.state.il.us/VoteInfo/pages/Register.htm

It shows a specific list of locations where one is permitted to register to vote, and a requirement for two forms of identification.
