I sort of thought that way too, until I got a letter from my health insurance company the other day which required me and my husband to give them our signatures again along with other information so they could track the (small) checks we write for our MSA and report it to the government for the Patriot Act.
Second, Bush has often talked about the massive amount of paperwork that schools have to deal with and that it is wrong. He is not to blame for that. That was in place long before he came to office
There is more now. My husband is a tutor p/t at the local school (we homeschool) and you would not believe the paperwork for these IEP reports and the tests and guidelines and etc. concerning the NCLB Act. You'd probably have to see it to believe it, I suppose.

I've seen it; it's amazing. And I can tell you why there is so much: lawsuits. Parents suing the school to get every single thing they can think of, including a cab to school. That's why there's so much paperwork: because if the schools have ONE THING undocumented, the legal system will destroy them.
It's disgusting. I've seen kids that don't ever see there mother because she's out dating turn up at depositions with their parent, who is now demanding a laptop because her child isn't passing.
