The Robert Moses Power Facility which supplies most of the power to NY State is just a couple miles from Niagara Falls.

There are 2 HUGE UNDERGROUND Water pipelines (I am talking 10-20 story High Pipelines) Directly under the City of Niagara falls. If you look at the picture and follow the river above the falls that is where the Pipelines start. These pipes supply ALL OF THE WATER that is used for the Power Generation Plants.

Take out those Pipelines and you have completely shut down power Generation for the entire Northeast Quadrant.

Is THAT a high profile enough target?

I suspect Al Qaeda plans to sneak onto the river just above the falls, and erect a damn, thereby depriving the world of the beauty of these majestic falls. That is, unless the world pays them a hefty ransom...
