Add "Member of House of Representatives" so you can claim Ford, Hayes, and Fillmore.
Per whitehouse.gov, Herbert Hoover had never held an elected office before becoming POTUS.
Lincoln never made it to the US Congress at all -or- was Governor of any state *or* served in the Military before being elected President.

Just a couple of corrections: Ford didn't exactly "run" for President before becoming President. He was appointed Vice President mid-term, and then took over following Nixon's resignation.
And Lincoln did serve in the House of Representatives prior to his presidency. I don't know if he was a member immediately before taking office, but he was most definitely a member during the Mexican War, as he was the war's leading opponent in the House. See "Spot Resolutions".
