OK, it will never happen.

Constitutional amendments are next to impossible to pass, and I suspect strong opposition to this will make cowards of most state legislatures.

Truer words were never spoken. Speaker Hastert has said he thinks it would probably pass the House, but doubts that it can pass the Senate. I agree. And even if it does get through Congress, all it takes is one house of the legislature in each of 13 states to block it.

This is just a campaign issue. I doubt if anyone in the know seriously expects it to become part of the Constitution.
