Check the Brevard County portal under their Dept Of Natural resources. Yes they expect the landowner(s) to maintain those areas which is what i believe to be the dangerous aspect of this proposed ordinance

In conjunction with other existing ordinances if someone wishes to build a subdivision of new homes if this ordinance is approved, they would have to build these homes on smaller lots and allowing the building of more homes in a smaller area.
