I dont have time to study this proposal, but I am going to state that progress in technology, created and supported by PRIVATE enterprise when considering industrial competition, is what is fair.

Foreign government supporting of industry, controlling wages and prices and living standards of workers and mid-level management is not fair competition.

While the article makes a feeble attempt to encourage people to work harder, it makes false allusions to our present state of affairs concerning trade and work being exported.
