Any WMD attack will have to be targeted at high population density areas. They don't have the resource to affect more than a small fraction of the country.

The blue areas of the map are going to get hammered, and the red areas are going to be left to clean it up. Unless the "smart growth" people get their way, in which case there won't be anyone left living in the red areas - we'll all be crowded into the cities because it's more "efficient".
