A good question. The full answer would require hundreds of pages.

What exists is a large liberal group who needs to blame the problems they create on other people.

Reagan was the last gasp of a though generation that forbid blaming the problems you created for yourself upon others, on the philosophy of, "You laid it. You hatch it."' It infuriates members of a generation and a generational subculture that wants its way and is still attempting to prove it is/was right about everything.

There is a class of people with negatively polarized personalities who's entire life is their hatred. They have nothing else. They need a target for that hatred in order to keep their personalities from collapsing. Reagan continues to be that target as he symbolizes everything they are dependent on hating.

That's part of it.
