I agree. I don't think they are going to raise the threat-level, either. Even if they obtain reasonably credible information about impending threats, I think they will intensify their notification to industry, law enforcement, hospitals, etc. rather than to the population as a whole. How could a person possibly respond to a threat of catastrophic proportions to hit their (major) city. There would just be no way to vacate large cities in time.
