In accordance with the constitution, judicial appointees are made by the President with the advice and consent of the Senate. If the Senate committee refuses to endorse a nominee, the other party can demand an up or down vote on the Senate floor.
Currently, the Democrats are using a filibuster to prevent the nominees from being voted on. This is an unprecedented action never before seen in judicial appointments.
