I just don't understand the logisitcs here. To change the rules, i.e., to execute the "nuclear option" that will make closure = 51 votes, all the pubbies need is the majority of the votes present.
So why not do it now, when Kerry and Lieberman are on the campaign trial?

Because the GOP does not have the 51 votes required to make the rule change. Not everyone is on board.
We need a Lyndon Johnson in the Senate.
Frist (and certainly not Lott) is no Lyndon Johnson.
