Well, if the state seceded, it wouldn't owe tariffs, now would it?

States never paid tarifs in any case. Individuals did. But there laws covering how the tarrifs would be collected.

President Lincoln's 4/15/61 proclamation said something like, "the laws failing of execution in several states..."

And yes, the law leaves it to the president's judgment.

Unilateral state secession is revolution.

Walt, why do you continue to waste our time? You offer nothing to back up your claims. Show me the federal law stating unilateral secession is revolution. You can't, and you've admitted you can't, so go back to your Clinton worship and leave the discussion here to those of us who will stick with facts.
