Well, if the state seceded, it wouldn't owe tariffs, now would it?States never paid tarifs in any case. Individuals did. But there laws covering how the tarrifs would be collected.
President Lincoln's 4/15/61 proclamation said something like, "the laws failing of execution in several states..."
And yes, the law leaves it to the president's judgment.
