What's "Non Partisan Elections" mean? You don't put the "R" or "D" after a name on the ballot.

Basically, it allows anybody to vote in the primary, which makes the primary into a general, and the general into a runoff. So, given the makeup of NYC, you would end up with two dems in a runoff general everytime, giving them an effective monopoly over the governor's office.
Happily, the voters in NYC were too stupid to get it, so they seem to be voting it down :)
