Florida Gov. Jeb Bush, signs legislation on Monday, Nov. 3, 2003, in Boca Raton, Fla., that will guarantee a prestigious biotech firm's expansion into Florida and possibly help the state develop a high-tech and high-wage economy. Gov. Bush said a Scripps Research Institute in Florida would create unprecedented economic and educational opportunities and propel the state to the forefront of biomedical research and discovery. Gov. Bush was joined with state legislators, members of the Florida Cabinet, local electedofficials and people from the education and biotechnology fields

I have always wondered.... why whenever a president or governor or someone signs something in to law, why do they have so many pens?
