Senate, not Congress, of course.

Goldin left NASA almost a year before the 2002 election, and ~14 months before W took office. The current NASA Administrator was in place >~13 months before W took office.

Technically you're correct but I believe that NASA is so pork-laden that if the House doesn't approve of someone proposed to head NASA, (s)he'd likely not get to head NASA. Wouldn't you agree?
