No idea but it probably has something to do with the fact his first shot missed the limo completely and the bullet fragment or concrete hit a guy at the overpass.
Maybe he figured the windshield would be in the way?

Check the earthcam to figure out which view is easiest for you.No need for that as I have been there MANY times over the years starting from shortly after the event until now and I can tell you that the ONLY logical reason for such a wait is to put the target in a pre designated "kill zone".

Target in open topped vehicle on ground below window. Shooter in 6th floor window and the windshield is in the way!
