Sorry if this has been mentioned, I am in and out.
KFMB Channel 8 in San Diego just did a story about the NAVY offering choppers for water drops on Sunday but they were turned down because the NAVY pilots were not certified through CDF. They had choppers parked at Ramona ready to fight and red tape kept them out.
Amazing.
