Yeah he couldn't help himself, had to get in that last dig. Said the voters have spoken on that issue as has the new governor. I think he said the state usually pays up to 75% for these types of emergencies but he is signing something so that the state will pay 100%. I wonder what Arnold thinks about that?

When you have to borrow to make debt payments, you're in big trouble. We've been doing that for a while now.
