A military targets material, political or territorial objectives. It kills people when it has to and only because they oppose these objectives. If they operate within accepted international norms, they target only individuals that clearly represent a military force that opposes their accomplishment of these objectives.
That means if Syria's Army decides they should push Israel into the Mediterranian and invades seeking only to destroy military opposition, they are an invading army of soldiers. Whether they are waging a just war is open to debate, but they are soldiers, rather than terrorists.
If Islamnic Jihad hijacks an Israeli F-15 and then proceeds to drop white phosphorous on The Temple Mount during a prayer service, they are terrorists for targeting non-military personnel. Whether they launch said attack from land, air or sea is a total non-sequitor.
