The Attorney General, I presume... or the IRS? I don't know how much autonomous authority the AG would have if Judge Greer claims the books are fine. IRS probably could, but I don't see why.
But a guardian ad litem would have clear authority to demand an audit (that's part of his job). And I don't think Judge Greer's declaring the books are find would fly before an appeals court.
