If they quibble over the wording now, they will not have to lie to the people later saying that they will go back and fix legislation that was passed.
How often do they ever go back and try to rectify the damage that has been done?
That said, it shouldn't be too difficult to hammer out a working copy... like the US congress did with the Patriot Act... they signed it without reading it, and now wish they hadn't.
