Brain scan not needed. She is not on a ventilator, ergo brain activity. She does not have brain stem malfunction (which would be the cause of no brain activity), she has anoxic encephalopathy which caused her aphasia, paralysis, etc.

A lot of people seem to confuse a persistent vegetative state with brain death. They are not equivalents.
The courts have never found she has "no brain activity".. they have found her conscious awareness is significantly impaired, and while she has reflex reactions to stimuli, she doesn't "think" and is not aware. They have found her state is "persistent"....; in other words, there is no reasonable hope of recovery from this state or return to consciousness.
