Sounds as if Felos is defying Jeb's stay, and demanding that other medical professionals deny today's legislation, as well. He promises them there will be no legal ramifications for defying the legislation, so they can go ahead in clear conscience (bwaaaa haaaaaa haaaaa!) proceed with killing Terri.
