I don't believe so, although he is still the judge 'in charge'. Plus, a district judge (not Greer) must appoint a 'guardian ad litem' for Terri. This guardian does not supplant Terri's husband as guardian, but he makes recommendations (and I believe Scarsdale said investigations) about Terri's case to the Gov. and to the court (Greer's court).
At least, that is what I understand from the questioning that went on in the House regarding the Senate's changes.

Thank you. I hope the Governor doesn't have to wait for the GAL to be appointed and to make recommendations.
